I assume the upgrade systems are just in place in case someone has the weathered weapon and upgrade tokens still on hand (and in this case doesn't realise the value of what they have!).

Making them to drop from dungeons could *maybe* work, though endgame dungeons are generally a frustrating place to put gear drops since they're entirely RNG-based. I hope they'll introduce guaranteed drops like the levelling dungeons get.
