Not sure why everyone's arguing from the position of removing the ability. That's not even what the OP is asking for.

Because the toggle idea is stupid so people came up with the only obvious alternative. Aside from someone that suggested a .5 second cast time. I kinda like that idea. Then everyone can bitch about how nobody should be expected to hit arm's length in a 1 second window to stop from getting yoinked and other people can just tell them "git gud".
