The existence of third-party add-ons means nothing. Third party developers are not bound by the same technical, financial, or executive constraints that the devs are and do not have a responsibility to ensure that any feature added works on all platforms and minimum supported spec machines without breaking anything. They have the freedom of not having to keep track of how many drawables the game can possibly draw on screen at once with all settings active and they only have to make their one feature works, without having to worry about how it will affect anything else in game. The XIV devs have rules they have to follow, soft limits they have to consider very carefully before stretching, and hard limits that they absolutely cannot break. If they could make chat bubbles work with the manual and technical resources they have available, they would have.
