It's not as if savage is the only avenue for good raid gear anyway. There are other pieces you can get that have zero rng. No one is pigeonholed into having just one source of loot.

Everyone always hits a point in which the gearing stops for a while whether they're waiting on certain loot to drop, waiting for someone else to get that loot first, or waiting for the new alliance raid tokens to upgrade gear. This isn't a situation unique to those who pug. With personal loot that can still happen because you don't get to choose what you loot. You could want piece A but keep getting piece B instead every time you kill that boss.

You have to remember when Eden's Promise savage dropped there is immediately available: i510 crafted and NM raid, i520 tome, and i530 savage gear.
You can't allow personal i530 inflation from day one, the content out there gets obliterated too fast. Cutting down DPS and heal checks.
They'll wait about 3+ months to give one i530 upgrade to everyone who doesn't do savage for doing 3x Nier Raids.
They'll wait about 4+ months to unlock savage where it's 2 chest every clear, and you can get your "personal" loot that way, they might even do it even sooner to advert unsubs due to no ultimate.
Why the impatience? If that's not fast enough for you, you might want to look into statics after all because that's the place for coordinated loot distribution and many statics don't have the dps > tank > heal priority but take turns. You won a bis item, you're locked from loot until everyone got an item. Repeat every week.
Just because you can pug doesn't mean it has to be optimal in every way. Raiding has always be designed as a team activity and the fact that you can pug it at all is something relatively new in MMOs so some people aren't completely excluded.
But it's still encouraged to look for a static if you want to avoid certain things like: trap parties, bad luck with rolls, strategies not suited for your class, poor teamplay etc.; even if it's just a semi-static of regulars you picked up in PF.
There is absolutely no way in hell they will add a 100% drop plus book for everyone. And if they added it as a chance to keep the current gear progression, you can equally bad luck and get the same non bis item 3 times in a row, wasting your nice 25% or whatever on something useless again.
your bad luck protection is the weekly pages. spend them on gear you need.
the first time you clear a floor each week, you get a page corresponding to each floor. 4 pages from 9 nets you an accessory, 6 for a belt. 4 pages from 10 gets you a tome accessory upgrade item, 6 for raid head/ hands/ feet. 4 pages from 11 gets you a tome left side upgrade item, 8 pages for raid pants. 8 pages from 12 gets you a raid chest piece or an i535 weapon.
the pages allow you to eventually buy armor that you don't win via rolls so long as you keep clearing every week. you are guaranteed gear within a set amount of clears even assuming you are incredibly unlucky and never win a coffer or upgrade material.
