They can't ignore it if you must clear The Hall once for that specific job's training regime before getting access the Duty Finder for levels above a certain content.
Unlike soft DPS checks and heal checks that can be bypassed by really good players with very good gear in the party (especially trials where one healer ends up carrying the whole fight), this will be a solo test to your own performance and will automatically gate content without putting a minimum effort to understanding how to play the job for content around that level and in a party setting. The regime would create 2 important distinctions compared to the Hall of Novice - It teaches the player how to play a job they may or may not know in the current content level - and it certifies them to be able to perform at a certain level. It's not something you can steamroll over like the Hall of Novice, but it definitely isn't a pushover Duty either if you keep on making simple mistakes.

This kind of change will also prevent people from trolling in Duty Finder since you can expect a minimum level of competence having cleared the training regime. If they don't put in minimum effort though, it would be very obvious in that regard as they'll show signs having failed the basic training duty - and can be vote kicked instead since they're clearly trolling or expecting a carry without trying. That's not to say there will be mistakes in actual Duties - especially for people learning the mechanics for the first time. However, everyone will at least be able to recover fairly quickly in this manner.
