This mount and minions seem to be equivalent to the Cloud Bike and FF7 minions were for the last Fan Fest, so if they're doing it the same way, they'll just be adding them to the cash shop as the event goes live, like they did with those.I half-expect it's going to be like buying a ticket for FanFest, and the mount et al will be the complimentary goodie bag you get as an attendee. (Since, after all, it appears to also include three minions, at the very least.) I wouldn't be 100% surprised if they did something like "those who bought a digital ticket get to jump the line for Q&A events" or it gave you access to a pre-release trial in-game like the ones people could attempt at in-person FanFests, etc.
So while I'd hope it wasn't something like $99 for just a mount, it wouldn't surprise me if they put that sort of price on a 'digital ticket' for full attendance; plenty of games do that to allow digital attendees of in-person gatherings. (Like for EVE Online's own FanFest in years past.) It'd be less 'buying the mount' and more 'buying a ticket, and getting the mount and minions and whatever else as your attendee swag'.
After all, while they said all the streams would be free, I don't think they specified whether there would be other events as part of FanFest besides the streams or whatnot. (It's possible I missed it; I was out of the room for a little bit right around that part of the stream.)

Neat for those who like it. To me, it's ugly as sin, and I'm not fond of gigantic mounts to begin with.
From what I can see from the trailer, you can't even see the people on the mount and they just end up as invisible names.

It takes a crazy amount of time to get everyone to jump in, I've found this with the regalia.
