My question is why would the empire or beastmen tribes attack the hamlets, they are pretty much nothings. Hardly worth the time.

Strategic foothold, perhaps? From what I remember, Hamlet Defense will be against beast tribes and not Garleans so they may just be looking to spread out.

If you remember FFXIs campaign or even the Crystal War backstory, you never attack anything 'for no reason'. For example Jugner was a very strategic location to have control over because it's in sandoria's backyard as well as the new orcish stronghold.

My guess would be that the Garleans will attack because the city states would launch a counter attack against them or at meteor.
