If you remember FFXIs campaign or even the Crystal War backstory, you never attack anything 'for no reason'. For example Jugner was a very strategic location to have control over because it's in sandoria's backyard as well as the new orcish stronghold.
What like the provisions and supply for the grand company we currently have (I didn't do campaign ops) because that is boring as hell, I was hoping for something a bit more interactive, fixing broken weapons and armour for the troops etc.
Edit:- Or was it those quests where you had to find the ??? and bring back the items, cause they were kind of fun.

My guess would be that the Garleans will attack because the city states would launch a counter attack against them or at meteor.
