My computers download is capped, whereas my wife can download full speed

Problem is in the title. My download is capped at 1.7 mbps whereas my wife downloads , on the same internet, just on her computer, at our full speed. I have no idea what is causing it. I am downloading to an SSD, I've changed DNS servers, reset the modem, opened ports, everything i could think of. Windows firewall on and off. etc. Is there a solution to this?

What hardware does your computer use to connect to your modem?
Wi-Fi, Cat5/6 cable, USB, ???
What hardware does your wife's computer have in comparison?
What is the make/model of the modem/router you have?

A Cat5 or Cat6 cable, generally means you have the fastest possible connection to the router/modem, most all current systems are Gigabit connections, max capacity of 1000Mbps. You have a cable that plugs into your computer and into the modem/router, the cable looks like a bit bigger telephone wire.
Wi-Fi, on the other hand has several radio hardware versions, with speeds as low as 11Mbps for 802.11b hardware to around 866Mbps for 802.11ac wave1 hardware (there are some very new Wi-Fi hardware with speeds over double of Cat5/6, but it is very very uncommon to find routers/modem with that hardware and less to find PCs/Laptops with it), so if you happen to use Wi-Fi and your hardware is dated, you speeds will be very slow as compared to someone with current technology. Further, the radio frequency can effect data speed, not by much but in some cases a lot when factoring in other variables (like distance, walls or floors between computer and Wi-Fi router, or RF interference)... 2.4ghz radio has better range and ability to work through walls/floors, but can't carry as much data as 5ghz, of which has a real hard time with walls/floors and doesn't have a whole lot of range.

If your both on Wi-Fi and she is closer to the router/modem, has better radio hardware, and is on 5ghz frequency, she could have a faster speed than you if your further way, have lesser hardware, and are on 2.4ghz.

Other forms of network connections also use your computer's CPU as the data processor, which on a system with older or less powerful system components can result in slow data speeds even if the network hardware is current.
There are also forms of USB wired networking, which are generally pretty fast, but suffer performance hits greatly when other USB devices are also running on the same host that use a large data stream, like gaming mice and/or headset.

Out of curiosity, if you log in on her computer (or she logs in on yours), is the throttling still the same? That'll help figure out whether it's your account that's being rate-limited for some reason, or if it's specific to the computer.

Both connected via cat 6. Computers are exactly the same, I built both of them.

I didn't try this. I didn't know an account could be rate limited. Why would that happen? I wont be able to try to download again until the patch on Tuesday, but I will try this.

I don't imagine it would be a deliberate explicit limiting, but it could be that your account connects to a different set of resources on the server side, versus your wife's, and maybe something is wrong there. Or a setting locally specific to your account that isn't present when you log a different account in on that machine (because a new account is using default settings) or whatever.

It's more likely something is broken on your computer than in the game specifically, but it doesn't hurt to have more data points.

Double check the router's LAN settings and make sure your computer's IP isn't set to a lesser priority bandwidth than your wife's, or some other device on the LAN.
Setting like Media Prioritization on one device can wind up throttling other devices.

I cant imagine this can eb the case, because when downloading steam games, or anything else. I have a normal download, but I can check.

Nothing can possibly be broken. Downloads from every other source work perfectly fine, downloading from the max speed the internet I pay for provides. Computer is cleaned weekly.
