In reference to this article from patch 1.21 notes:

•[dev1304] The following changes have been made to supply and provisioning missions:
•28 hours (Earth time) after the quota for an item is met, a second request for the same item will now be issued by the Grand Companies.
* If the second request is set to come less than 10 minutes before the official renewal of the request list, it will not be issued.
This is the 1st time for me to mess with the provisioning quests much since 1.21, but after the emergency maintenance yesterday, I logged in and participated in almost immediately capping the provisioning request for Crimson Crayfish in Gridania. It took ~2 minutes max...pretty stiff competittion. For me, that was ~6:04pm CDT. So, I figured it would be available for more turn-ins shortly after 10pm CDT tonight.

However, when I checked on it tonight shortly after 10pm, I noticed this "Time Remaining" note that is given when you try to turn an item in. It is telling me that the Crimson Crayfish quota is still filled, and the time remaining was 10 hours and 30 mins.

Is this a bug--or what is going on here? As I mentioned, I didn't notice the timer notice yesterday, so I didn't see how long was on the timer at that point. However, tonight it is most definitely 10 hours and 30 mins off from the expected value.
