The thing with half your examples is that they spun them as positives.

"We're doing less dungeons per patch but it's because we're working on an exciting new content format. It'll be great! You'll love it!"

"Hrothgar and Viera won't have hats but they'll have their own unique customisations we couldn't achieve otherwise. You'll love it!"

Unlock gear restrictions? "Nah, it'd be confusing. You'd hate it. It's good how it is."

Removing the genderlock (ie. building another two character models that do not currently exist)... "We are sorry. We might not ever be able to add more character models to the game. We want to be clear that it might never happen."

It's that definite, apologetic tone that tells me this isn't something to keep pursuing or believing that it'll come if you just keep asking hard enough so they don't forget about it. I don't think they would talk about never being able to more races to the game if that wasn't a genuine problem that they face. Doubly so when they say they made the decision to split the races specifically as a "last chance to squeeze in two things that the players wanted".
