You want to align trick attack up with other raid buffs as well as your party member's openers. You don't want it up "quicker."
Additionally you can technically already get out Trick Attack out on the first GCD (again not recommended) how much quicker do you need it out?

You already do this. You prep suiton during the times, pop it on the pull. Prep kassatsu, a combo and weave in mug to prep bunshin, etc. Pop Trick when its time. Suiton is a 20 second buff.
No, Suiton and other ninjutsu have been an important part of keeping your uptime as a Ninja ever since they were put on the gcd and they require potency for that to work(Huton does not, but you never manually apply Huton while there are enemies to target so it doesn't matter). Using Suiton as your first skill in the opener makes your gcd roll asap without the need to get close to the boss. During the fight, you usually want to fit all ninjutsu charges aside from Suiton into your TA, so Suiton provides you an additional ranged gcd to throw when you're forced to disengage without moving your Raitons out of burst. Making Suiton not an attack would also lower the value of TCJ->Meisui - which has been an issue at the start of this expansion when TCJ didn't do enough damage to offset its long execution time and was thus not used as often as intended.
Also as already noted, since Suiton is always the very first GCD you open with, you can use TA as soon as you need regardless of fight. There is no need to apply it before pull for that to work.
