Not if you factor in the 30 minute penalty. OTOH it might foster certain behaviors to fish for a kick. But that'll only work if you're kicked within the first 15-20 minutes and get an instapop on requeue.

They don't care about the 10min ban now, why would that change? There are other things you can do while it's ticking down. People would still leave because they don't want the longer cutscene times.

In my opinion, the best thing to do would be to convert them to either solo duties or trust dungeons, then remove the Main Story roulette from the game. Perhaps take out the final 2 battles in Praetorium and convert them to a Trial encounter.

I had hoped that with the advent of Trust NPCs, that CM and Prae would be high on the list for getting a solo adaptation. With seven NPCs at your back, newbies would be free to watch cutscenes at their leisure. They could then remove the cutscene lock on the multiplayer version - or simply remove the Roulette entirely.
I feel like that would satisfy both camps. Mostly. You'd probably still have a few newbies who want to do the eight-player dungeon with other humans, but ALSO want those other humans to cater to their pace (including cutscene watching), but you can't please everyone.
Sadly, Trusts have so far only been for new content. I do hope they adapt it for the older stuff, eventually, however.
I agree with the others who said to turn it into a trust dungeon or solo instance and delete the roulette. The mobs are soloable and the bosses aren't even that difficult. It takes you what two minutes to beat the first version of ultima because you have to wait for the Hydaelyn buff, a minute to beat the second version of ultima, and thirty seconds to deal with lahabread with another thiry seconds while he goes through all his dumb dialogue before you leave. Not very amazing for the new players and pretty much a waste of time for the people queing for those sweet sweet tomes and exp.

You know what, just rework the entirety of CM and Prae. People who've seen the same movie 100s of times get bored of it and just go do something else while Nero has a TED Talk for about 5 minutes. If anything, the current iteration was for it to be a climax for ARR 2.0; which was acceptable at the time with how the player base was with raids, EXs and the like. If you think about it, solo instances give people more impact than say, an 8-man dungeon. It also increases immersion in this sense considering you're literally walking through CM destroying things to rid the barrier around Prae, and then waltz into Prae to fight Gaius.
I know someone already said it, but I wanted to reiterate it here because whenever I hear 'Main Scenario Roulette' I think it's basically going to take REQUIRED Dungeons that you needed to do to advance the story. If anything, they can rebalance Main Scenario to take out the overbloating of 50/60/70 Roulette considering there's just about every post-game dungeon in the game in there(and that's A LOT if you include ARR and everything else compared to the Leveling Dungeons they give you at intervals throughout the story). It'd also add some more mix to the Roulette, considering there's literally only TWO dungeons(CM and Prae) in that roulette. Sure, we have our 2 Experts, but those are mostly for the patch so that you can get your bonus tomes while still doing a current end-game dungeon.

If they buff Castrum or nerf Praetorium rewards, we would just have the opposite of what we have now: people ditching Praetorium to fish for Castrum. There really is no winning without either splitting Praetorium into two different dungeons or making both of them solo and removing the roulette all together. I personally would prefer them to do the latter...but I don't have any characters left to level at the moment.
It should be kept as it is. No need to delete the MSQ roulette either because the point of doing it is mainly to help new players on top of leveling alts. I think the 30 minute penalty should be removed entirely and they should make it to where instead it completely locks out your MSQ roulette for the day. It is annoying when people constantly leave because they didn't get Prae. Just do w/e you get.
A while ago I suggested them implementing something where you're stuck with whatever MSQ instance you get for that day. Meaning if you roll Castrum but leave early for any reason you'll only be able to get Castrum until the roulette resets the next day.It should be kept as it is.
That would remove the incentive to bail and might even remove any need for an abandon penalty altogether.
