If you base stats on the Primal weapons off of Elemental fists that MNK have (since Ifrit is fire and has high damage like Fists of Fire) then it is safe to assume the Garuda weapons will have stats to increase rate of attacks. I'm guessing something like Store TP +30 on Garuda weapons with a relatively fast attack rate.
