They could also, potentially, keep the neighborhood feel but instance every plot. I'm not sure how difficult that would be to code though. I'm kinda hoping that this is what they are doing with Ishgard.There is still a chance Ishgard might be different than a regular ward, there's NPCs living there and houses already built. Something I don't think we've seen in any other wards other than some shops?
But if it is just a ward like any other it feels pretty safe to assume they're not in a hurry to address the housing situation no matter how terrible it is.
I don't know why they're so against instanced housing for everyone, the neighborhoods are neat but they're so dead and empty 90% of the time it might as well be instanced.
