New player on world transfer question

Hi!

I'm fairly new to ff14 and I want to transfer world from NA (faerie) to EU (ragnarok). After reading the daunting requirements for eligibility, I don't know if I'm allowed to. It's about this to be exact:

* Characters in any of the following situations will not be able to utilize the Home World Transfer service until 90 days have elapsed:
- Characters transferred to a New World
- Characters created on a New World
- Characters transferred from a Congested World to a Preferred World
- Characters created on a Preferred World

I only started playing a month ago, does this mean I can't transfer world?

I'm not quite sure what it means by 90 days elapsed, is it 90 days from the creation of my character on the Faerie world? (is it a new world/preferred world?)

Sorry if this is kinda dumb, I'm worried that I would be locked out of my account thanks!

Since you're new, the easiest way for you to check is do you have the Road to 70 buff? The one that gives a boost to experience gain.

If you have that then you're locked to your current world for 90 days. If not, you can move (as long as you meet all the other requirements not listed here).

To answer your second question, when it says 90 days, it means 90 days from character creation.
