While the Firmament is likely to be the new housing zone, I wonder if they'll make it a separate thing and still keep the reconstruction zones there as is with the same gameplay purpose, and make a new regular housing ward area based on it, thus keeping all the npcs, quests, etc there for people to make use of.

I believe this may, in fact, be the case. It's not like we can suddenly make the orphans homeless again.
