I am new to the game and I want to know how can I enjoy the game better? Do I have to take the time & level a character? Or can I jump right into the action instantly buy getting an expansion pack?

Most content is locked behind story progression. Even if you buy one expac, you have to work through the earlier ones before you can get to it.

Can I level boost a character is that worth it?

You can level boost a character, but it's mainly for people trying to speed level alts, or people that also bought a story skip because they just wanna get to end game.
If you're jumping into A Realm Reborn and plan on playing through the game from there you'll have MORE than enough exp and will not need a level boost.
