Why can't I blacklist someone while in Diadem?

I like having /shout showing because there is some fun or helpful chat however right now there is 1 person just spewing nonsense non-stop.

Edit: They now changed to another character but from the same server doing the same thing.

Well, over all those years i met quite a lot of people i do not sync with, to say it lightly, yet my Friendlist is also always full or on the brink of being full. Both lists are to small
