The Grand Cosmos would be a double whammy of being an MSQ duty (so being run by people who might never bother clearing the side dungeons to unlock the full roulette) and having sought-after glamour so people keep running it over and over.

Exactly. The entire point of random is that it's not guaranteed. You aren't always going to get an even split. It's possible to get the same roll 50 times, it's possible to roll a different result every time. It's possible to fail a 99% chance twice in a row and succeed a 1% chance three times in a row.Whenever this topic comes up it always reminds me of Apple a few years ago when they made their shuffle function less random...to make it more random.
Because the purpose of random is it’s randomness. You can get something once, twice, three times maybe even four in a row because each shot is a random chance.
It's always amusing when you see people complain that something can't possibly be random, because it's not being consistent.
Nothing better than having a pre-made 4 stack with the lowest level in the party being 55 then getting Sastasha for your leveling roulette. This has happened several times over the years.
Random.... you can still keep a list of you last duties and block them, forcing the dice to roll again. IE you go with 4 premades, the game looks their last 4-5 dungeons, no one gets 2x the same. They'd just have to improve...
