So you que for Dungeon roulette. You have the option to choose what era. ARR, HW, SB, and ShB. You can choose none and get whatever dungeon the system gives you. Or you can choose one option to cap you at one level or multiple to expand. So if you feel like anything between 60-70, but not 80 or 50, you'd pick HW and SB. Do this for Normal Raids, Alliance Raids, Leveling, and even MSQ.

Also, MSQ should include ANY DUTY that is required by story (dungeons, trials, etc) and not just Prae/Castrum. This would simplify things immensely and for those who think ARR content would become a wasteland--Alliance raid roulette would prove otherwise. A large portion of the community prefers the lower end content for ease and swiftness. I don't see that changing any time soon since.

I say unlock all content relative to player level (like I've seen in other games) and just let the player choose what expac they want to experience that day. For the most part I'd leave most options unchecked just to have full range but it would be a nice change to guarantee a certain level of content after feeling trapped by certain dungeons/raids for what seems like an eternity. Make it so, SE.
Oh I think WoW does that. They split between expansions. So you can choose whether you want to queue dungeons from Legion or Draenor or BFA. And everyone at any level gets synced to the dungeon, no restriction.

Would that work for FF? Maybe only after you clear the MSQ that this would be available otherwise you need to clear the dungeon at the level it was set for.
