    unable to download patch files [30413][25008][20495][20495]

    Hello. me and my partner have been trying to install his client (Steam version) unfortunately we have been unsuccessful to get any further than 0.1% on his region in Australia. We have attempted a VPN connecting through New Zealand which got him a little bit further but it crashed with the exact same error. the following things we have tried are as follows

    disable all fire walls on pc and router
    edit config file boot from 0 to 1
    clear DNS cache file
    ported forward on the pc
    used VPN from AUS to NZ (the furthest he can go without the game taking all week to download due to weak bandwidth)
    fully cleared all files of FFXIV on documents and reinstalled
    verified the files location on steam

    Can anyone give us any more guidance in what we can do?

    A little more information on the download, it cannot get past this following patch file: H2017.06.06.0000.0001a.patch

    Good morning and thank you for posting on the Final Fantasy XIV Technical Support Forums.

    Please try the following troubleshooting steps:

    - The game will use the Internet Explorer web browser to connect to the internet. Open Internet Explorer, then open the "Tools" setting, go to "Internet Options" and adjust the following settings:
    - Under the "General" tab, please delete ALL browser history.
    - Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
    - Under the "Privacy" tab, click “Advanced” and select ‘Accept’ under both First Party and Third Party Cookies.
    - Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
    - Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
    - Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.
    - Please RESTART your PC now. Once your PC has been restarted, Right-Click the FFXIV launcher icon once more and select "Run as Administrator"

    -Ensure any anti-virus program is not blocking/deleting game files.
