Weird FPS behavior after running dungeons, game is open for awhile, etc

I have noticed that after running content and I port back into a crowded Eulmore, Ul'Dah, or Limsa (Eulmore I get around 90-100 fps, Ul'Dah 90-100, and Limsa 150-160), my FPS in these places will be at least 15-25 percent lower. My PC is not thermal throttling, nor is my GPU overheating, etc. (RTX 3080 maxes out at 65C and CPU a bit above that).

Whenever I restart, my FPS will magically be fixed, pretty much ruling out any overheating because the temps are the same, and, it never gets hot enough to throttle fps anyways. I am running the game in exclusive fullscreen, not windowed. I don't have ANY mods installed and I'm not using gshade, and I'm not using any sort of monitoring software outside of MSI afterburner or have anything running in the background which would interfere with the game (I have discord overlay turned off, not using the steam version). This is also on a fresh install on an nvme drive. What could be the cause of this, just spaghetti coding?

Included fps benchmarks of me standing in a crowded, peak hour Eulmore. Top two are after restarting, notice the high 90s avg fps vs mid 70s fps. Realistically this does not matter as I get above 300 fps in most content anyways bar alliance raids, and a simple restart fixes it for awhile, but I'm still confused as to why the game behaves like this, and have already tried searching about this but yielded no results.

Thanks for the reply. Outside of ruling out the usual suspects, I felt like I've done the most I can. I will try repeating this issue with virtually nothing else open but the game itself and see if I can replicate it. I normally only have Google Chrome open and Discord when playing, but I don't see how that could affect my in-game FPS as neither uses GPU or CPU (and if I close them, my FPS will remain the same until I restart).

I launched the game with no other programs open and then ran a few dungeons. Ran two tests again: before restarting and after restarting in crowded Eulmore.

I don't have a solution for this yet but I have pinned the reason why my FPS is lowering. It's not CPU related.

I closed ISLC (just sets timer resolution) and MSI afterburner (the only other process open) and restarted for my last tests. Everything seemed fine, kept checking my fps in Eulmore in the same location each time I got out of a dungeon. Was still 115+ after a few. So, I decided to tp to Ul'Dah and then Limsa, then TP'd back to Eulmore. BOOM. FPS down in the 80s. I noticed that my GPU clock was then going down to 1770-1850 MHz, its idle boost clock, whereas normally its always 1960-2100. It also normally sits around 220W power consumption in Eulmore, but when I look at the benchmarks where I have the weird low FPS, it is hovering around 160-170W. I can tell its not VRAM or RAM related either because the VRAM usage is only about 1800MB and I have 32GB RAM, and I have had 1800~ MB VRAM usage in my good benchmarks, same with the total ram usage. It's also a hundred percent not thermal throttle related because I pinned my fans to 100% speed and my GPU temps are super cool, around 50-60C.

You might be thinking it's due to an overclock -- I had my GPU on full stock during it. No mem boost, no core boost. I tried even lowering it once I got the weird FPS thing and couldn't get it to go back up to normal wattage. Also, this behavior doesn't happen in any other game, or synthetic benchmarks that put my GPU to the test. It's ONLY in FFXIV after I visit too many crowded towns or spend time in dungeons and a restart fixes it, but its definitely repeatable now and it's graphics related. Also, for clarity, I do NOT have any power saving features enabled. I have optimized Nvidia settings that include Prefer maximum performance.

Have any changes happened to the device before the issue began? We would also like to recommend several other troubleshooting steps:

1) Disable any additional programs that could cause interference with the game itself including chat programs. Also, remove any custom configurations made using graphics driver-level programs
2) Remove any mods or injectors from the game or system
3) Turn off Fullscreen Optimizations. Find the executable file for the game (normally found in the install folder), right-click it and select 'Properties'. Under the 'Compatibility' tab, check the box labeled 'Disable Fullscreen Optimizations', then click 'Apply'.
4) Remove any unnecessary USB or audio devices (controllers, headphones, flash drives etc.)
5) Update and reinstall the drivers for your graphics card
6) Perform a clean boot by opening the task manager and select the 'Start up' Tab. Disable everything
7) Install Windows and FINAL FANTASY XIV onto the same drive

Your reply kinda seems like a slap in the face, lol. In my previous posts I have basically said I have done ALL of these things already.

Still no help? I asked another friend to do this (idle in towns, check fps, then relaunch, and check fps) and he had the same result, got about 10-15 percent better frames after restarting because he was affected by it. I think this is just an issue with the games engine randomly telling the GPU to start drawing less power in crowded areas for no reason.
