I know because of the length of time we had the Makai event for the PvP sets that it'll likely never come back to the game... but is there any consideration for adding the weapons and sets to the Cash Shop?

I hope they don't, so like with the Yokai or Dragon Quest events they can bring it back.
Not that I don't want you to he happy.
I hope they give us another shot at them in game before they ask us to spend money on them.

That's my hope too... it's just that a lot of people say that because it was an event that ran for over a year, it'll likely not come back. At the very least I'd like to have SOME way to acquire pieces I was too stupid to get while it was available.
It's not the duration of the event that's at issue. SE doesn't own the rights to Garo so they would have to get another license to run a second collaboration (the original license expired which is why the event ended). There's no way SE would be offered a license to monetize the Makai items by adding them to the cash shop.
Yokai keeps coming back because the head of the company that owns Yokai is a big FFXIV fan and enjoys collecting the items for his own character. He's literally the reason the event came back the second time (didn't have enough time to collect everything during the original event) and no doubt facilitated the third assuming it wasn't also his idea.
Let's just hope then the heads of the Makai business want to collaborate again, because those sets were absolutely awesome and not being able to ever aquire them breaks my heart.
That's incredibly unlikely. It was a crossover event with a different company. SE doesn't own the Garo brand so the odds of them being allowed to sell those items on their own store is pretty much zero.
