The appearance of tartan kilts in ireland before the late 1800s nationalist movements is heavily debated. Most clothes before that era were reflections of the class people were in, thus potato sack clothes.
Regular kilts were however used in solid colours, thus any pleated skirt dyed a dark colour will suit your needs. (:

edit: much like my eyebrows, scottish and irish cultures are sisters and not twins. I have no objection to scottish glams being added to the game, go nuts, i hope you get your request.

Sure but in this thread we're specifically asking for tartans and sashes. Not just any clothing Irish/Scottish people have traditionally worn.

Pleated skirts have the right shape, but I'd like something with an appropriate pattern on it. If there are any skirts like this in game I must have missed them.

Going by the title alone I can see how things might be a bit confusing. Though the first sentence of the original post does clarify:

I wanted to drop a line and formally request the the developers for FFXIV consider adding traditional Irish-Scottish attire to the game such as kilts and sashes.
