Cant register for e9s because of this. Game keep showing me this:

Your party leader's application has been denied. You do not meet one or more of the requirements.

The problem is i have not cleared e9s on this cd. I tried few times but there was just party disband after several fails.

Did you by any chance go into E10S or one of the later ones? Once you step into the next fight, before clearing this one, you'll forfeit your chance on this one. I believe the game also mentions this when you queue up for one of the later fights, although i'm not 100% sure.

This is a system that's in place for the current raid tier of the patch cycle.

Other then that, the only thing i can think of is that your trying to queue up for the fight and the option "Duty completion" was turned on (meaning that you had to have the fight cleared before you can queue up with the current raid / pf settings).

Nonetheless you shouldn't be denied entering at all.
Although you lower the number of possible chests and can't roll on loot yourself, you are still allowed to register and go in again, regardless of which fights you have already cleared for the week. I had it pop up sometimes aswell and a few tries later it worked fine again, so I think it might be a bug.

It's not a bug, in certain cases.

When queueing for savage fights, you have multiple options to queue with. One of them is known as 'duty completion' or something to that effect, which can be toggled to check if everyone in the party has the fight uncleared, which will give the error message and let the party leader know if someone already has the fight cleared so you don't zone in by accident & clear the fight only to discover someone had already cleared it and the 2 chest you wanted was ruined. You can still go in if the party leader unchecks the 'duty completion' toggle though. But in OP's case, its likely the party was wanting 2-chest, meaning the error message was 100% intentional due to the party leader toggling the option.

But yes OP, the system is designed that fight progression is linear each week. The act of even entering later fights means you forfeit all rewards from earlier fights and flag them as cleared for the week, so do not enter a later fight of the tier unless you are ready to give up loot from earlier ones.

I'm aware of how DF settings work but I can say with absolute certainty that it has still happened to me aswell as some others when I was party leader and set the settings in a way to allow for people with their weekly clear to join. Not often, but I've seen it a couple of times.
It was switched from "Duty Completion" (weekly lockout check) to Practice and we still got the error message a couple of times and it worked after trying again without changing anything. I don't know how else to explain it.
I'm not saying you're wrong with your assumption that it was probably intentional in this case if the party leader didn't allow for helpers, I'm just saying I have seen error messages even with proper DF settings.
