Strangely enough, since that initial 10 minute test, the stuttering has come back. Perhaps not as severe as before, hard to tell.
I have disabled freesync and every driver-level override(some had turned back on by default after the fresh install) to no avail.

EDIT: Alright, it seems I have managed to fix the issue by myself to a satisfactory degree. I will detail how I did it should someone else have the same issue and come across this thread or if it might help the developers address this in a future patch.
In Radeon Software, I have enabled freesync and the Radeon Chill feature with 90fps max and 90fps min. Setting this to 72fps also works, while 80fps would still have the stuttering occur. It seems odd to me that 80 would cause stuttering, while 90 has the game running extremely smooth at all times. To expand further, I have every graphic setting at maximum except ambient occlusion which I have set to strong. The only downside is that if I close the game the normal way, it will crash and force me to reset my PC. This is most likely caused by Radeon Chill and has happened to other people in various games. Ending the game process in the task manager prevents the crash.

While this solution is perfectly fine for me, since I would rarely get over 90fps in the first place, I believe this issue could be worth looking at if it might affect other users. The one question I have left for you Square Enix representatives is: Do you believe this issue is caused by the game itself, or should I make the effort to contact AMD to possibly introduce a fix in a future driver update?

Further edit: After all, this did not fix the problem, only alleviate it for the most part. During my latest trip to the Diadem, the stuttering reared it's ugly face again. It was fixed by alt-tabbing out and back into the game, but this solution is less than desirable as it takes several seconds before I can interact with the game again. In a raid setting this would be suicide. It appears that while I can make it so the stuttering happens less and less often, I have so far been unable to completely eradicate it.
On a semi unrelated note, I found out that I can reliably cause a crash by turning off my logitech g560 speakers with the power button. This might be related to the somewhat outdated logitech lightsync support the game boasts? Might be worthwhile to let whoever's in charge of that know.
