Strange stuttering issue

Thank you for taking the time to look into this issue of mine. No modifications have happened to the device or it's peripherals other than software/driver updates.
1) I did check and the thermals on my GPU are well within specs, besides every other game I try to play behaves properly.
2) I did this and the stuttering still occurred. However, it helped me find out that freesync is what causes issues with the in-game fps limiter.
3) I found a leftover reshade dll from long ago, I thought I had uninstalled it completely but it turns out I was wrong
4) Doing this made the graphics look all distorted and smeared, it also brought back the screen flickering. I quickly re-enabled the optimisation.
5) I tried this, no difference.
6) I did this, but had to manually start steam (so I can play the game) and logitech ghub (so my keybindings work). The stuttering still occured after a while.

Out of all these, number 3 is the latest development, and so far, the stuttering has not showed up since removing the dll. I will keep playing with freesync and uncapped framerate and report again if the game starts acting up.

EDIT: After a while the stuttering did show up again, but only in some specific areas with the camera pointed in a certain direction, or in cutscenes during certain camera shots. Before, the stuttering would persist until I alt-tab after it started. Removing the dll certainly improved the situation.
