You're okay to have your opinion, but having more choices also leads to creativity. Restrictions lead to on-the-fly creativity, which is what I believe you're referring to. But they're not meant to be permanent creative endeavors. Also, when people say that, they generally mean it in a problem solving sense, as that's where the idea first took roots. In workplaces where you had very little safety regulations, you had to be creative with how you ensured the safety of your workers. The restriction was not having the proper safety precautions in place, the creativity was making a rope out of blankets for people to climb out the window in case of a fire. Sure, it's creativity, and it's on-the-fly creativity at that, but it's temporary.
