I'm for a mix of both:

    1) Keep restrictions on artifact armor. Though I would almost like to NOT see a new job specific sets at all from the next expansion onward.
    2) Any armors that are not in (1) that are restricted to a specific job (eg the Garo tank sets) can be worn for all jobs of the same class (so WAR can wear the PLD set)
    3) For most games, I like clear division of armor classes, with some class identity in your gear..but..well.. FFXIV has frog suits and robes that tanks can wear, so why not. For glamour purposes, sure, allow anything to be glamoured except artifact gear. If that's not an easy thing to do code-wise, I'd say just create some glamour sets like skyrat, but start with heavy armor (like Cuirass/Plate or Aketon/Chain)
    4) ALTERNATIVELY, just do what they've been doing: take dungeon drops from previous expansions and turn them into leveling sets for the next expansion...but for a wider variety of jobs (Eg. Berzerker's Scale Mail was Tank only, High Steel Scale was available for tanks and DRG)

Though I would say this: Be careful what you wish for. If SE understands this as "Everyone wants to wear what the other jobs can", this could very easily turn into "Ok, let's just make 1 armor set for all the jobs, that way everyone CAN wear what the other jobs have!"

    Re: Hempen sets

I would like this to be removed somewhat; As a fem highlander, my hempen set is horrible looking for my tastes; I would much rather wear something like the midlander or miqo'te have; possibly even the more elegant looking elezen set... Anything but the pile of strings/bondage gear..
