Nothing can stop it, but you can certainly undertake measures to curtail it. I find it hard to believe that a short enforced window wouldn't serve well in this regard, and I don't see much of a logical argument against it from a spawner's perspective - by your own admission, spawners 'do their best to share', and it's not as if relays would no longer be necessary. I find it hard to see who this would actually hurt.

The only people it would hurt are those that like being impatient and pull sooner than they should, but people don't wanna talk about that part.
