Personally, i'd think the best solution would be to significantly reduce the respawn timer. ARR hunts have a spawn timer of 42-78 hours. There's no reason why the expansions hunts, esp. once we're back down to 1 instance, can't have a similar respawn timer. Player base is significantly higher now compared to preious expansions, the "competition" - if you want to call congestion roulette a competition - for hunts therefore is also higher. With a higher spawn timer players will have more chances to play that roulette at least...
Reducing the spawn timers will not improve things. Everyone will continue to descend on hunt marks that get relayed because there is no limit to the rewards they can receive outside of the weekly tomestone cap.

What SE needs to do is remove the tomestone rewards from the hunt so the hunt goes back to being content for those who like to hunt. Those looking for tomestones have plenty of other content choices to do to get them.
