Those 100+ are just lucky to get a slot when the zones are congested. While the other 200 or more people trying to teleport in are not. An immunity period would allow at least a greater portion of the playerbase to get to the hunt.

Personally, i'd think the best solution would be to significantly reduce the respawn timer. ARR hunts have a spawn timer of 42-78 hours. There's no reason why the expansions hunts, esp. once we're back down to 1 instance, can't have a similar respawn timer. Player base is significantly higher now compared to preious expansions, the "competition" - if you want to call congestion roulette a competition - for hunts therefore is also higher. With a higher spawn timer players will have more chances to play that roulette at least...
