Can't download after purchase

Can't download the game after purchasing it. "Unable to download patch files. [30413] [25008] [10009]"

I've tried:
1) Checking my disk space
2) VPN
3) Changed DNS to two different ones
4) Uninstalling and and Re-installing it multiple times
5) Deleting specific files that could cause trouble
6) Connecting directly to my router

None of this worked, how do I get this game to load and run as it should?

To note:
I originally played through the main launcher, then went through Steam to purchase the main game to continue MSQ. I completely removed the game before downloading. It should all be through Steam now.
