This is not the first time this discussion has come up, people have asked for regional and language based servers for a while and lets not forget that the JP forum had a thread talking about it also, its not just us uncivilised westerners that want this segregation.

If the game flops it flops, but I don't think you can make decisions based on fear of the worst happening, of course you don't' throw money away either, but having regional servers would be more of an investment, lets not forget SE have Dragon quest X on the horizon also.
I play DCUO on and off, if I play until 2am on the EU servers, from midnight there is hardly anyone on, this is what regional servers are like, don't play at the same time as other people an be doomed to solo until you stop playing, I could go back and forth between the reasons why we should not have regional servers all day, the only counter is ever that we will have lower latecy, while that is important, I do not want to see linkshells and friends torn apart, if they offer a choice I would be ok with that, but I really don't see servers being in the specific regions mainly because of the cost of implementing it.

I just don't want people for regional servers convincing SE to only use regional servers because it will tear friends and linkshells apart, and if I cannot play with my friends across the pond and anywhere else I might as well quit, there are people I paticularly want to play with waiting on PS3 release, and if I can't I will ragequit the second its announced.
