    How often does this FATE spawn? I need it for the 2.0 relic quest (book)

    There are no special conditions, cool downs, or trigger/chains for this FATE to spawn, it is random.
    However, as only a set amount of FATEs can spawn/be-active in a zone at a time, it helps to clear all the other FATEs that spawn in the zone, which then speeds up the wait-time between the "dice roll" of what new FATEs will spawn.
