I would count yourself lucky that you've never experienced walking out of an AOE only to take the damage and vuln stack anyway, or pushing a button to do a move, seeing your character do the animation and the monster acts as if it never happened. Grats on having good ping and all.. but your experience isn't everyones.

Yes imagine that. It goes both ways. Your experience is also not as widespread as you think. You may want to check your provider for answers.
