DirectX Error 11000002 issues

Hey Rhaervis,

I have attempted the following per your suggestions:

1) I confirmed there is no custom configurations by my GPU
2) This is a fresh install of both Windows and FFXIV, so nothing like GShade is on this machine
3) I completed this step of disabling Fullscreen Optimizations for the DirectX11 client, no changes.
4) I attempted to play using only the mouse and keyboard plugged in, issue still appears.
5) I disabled everything on Windows boot using these steps, no changes.

Also just to check, I ran multiple other games at max settings including Overwatch and Nier Automata and both handled perfectly with no crashes or issues.
