I see you are running a 1440 rez monitor, so I take it you are using HDMI or DP to the monitor.
If so, then the video card is also processing the sound data, and as it's drivers out of date, it is likely an older incompatible version that what the game engine needs.

Well, no, I use a DVI output, and my monitor doesn't have built-in speakers, so even if I did use one of those output formats I would not be running audio through them unless I wanted to be unable to hear the audio at all.

Also, I don't think it's true that using the graphics cards as an audio device would cause it to be used as an audio processing device; while GPU audio processing solutions exist, they aren't solely used for output through the GPU, and GPU/CPU audio processing aren't so readily interchangeable that it would be likely to changed based upon output; likely, a program will either always use GPU audio processing if the driver supports it (with a fallback for compatibility), or never use it. There's no advantage to deciding which to use based on the output device, since it needs to go through the OS anyway, unless you're masochistic enough to take all the risks and extra work that comes with bypassing the OSes sound mixer for effectively no benefit.

So, yes, the drivers could be causing issues and I really should and will update them, what output device I use likely has nothing to do with that, and it'd be happening despite the audio not being output through my graphics card.

Found what is likely the real issue; I had ambient sounds disabled by mistake at the time. While this means that there isn't a glitch per-se, it is very likely this sound effect is miscategorised, as it is a distinctive audio cue rather than ambiance.
