    Has anyone found this item yet? It is not a vendor/scrip/gem/or other purchase and cannot be crafted.

    My bet is either on it being a map item, or a drop from the latest dungeon.

    This item drops from Submarine Ventures. So far the confirmed drops are from Sector 59 The Blind Sound and Sector 60 Sea of Jade 3. So basically unless you have an FC with submarines you'll have to wait until some FC's submarines drop the item and they decide to sell it on the Market Board.
