The only way to get anything to change is a sharp decline in participation. Not that I want less healers, mind you, but I do want happy healers.
But at the same time you're not allowing people to learn on that front. I agree, if the healing system were to change over night many would struggle but why can't it be allowed to ramp up?
The typical healbot has maybe 60% uptime pressing their buttons and usually neglects key parts of their toolkit in favor of spamming Medica II, Regen, AspHelios or Succor endlessly. If fights started demanding 90%+ uptime and full efficient use of the healing toolkit, they simply wouldn't be able to do it. They tend to panic heal in high damage situations, rather than calmly combine oGCD's and burst heals and would empty on resources in the first minute or two. A playstyle where all healers always needed to be healing would be significantly more difficult than healing and doing decent dps under the current game design.
And while we're at it, the outleveling of content by way of ilvl shouldn't be as severe. It only leads to bad habits like 'should I ignore mechanics and keep DPSing?', only to get pounded into the dirt when you do current content. haha
i kind of already do this with friends lately. dungeons lately hit so lightly that you can kill everything without needing healing, so we go with 3 dps and a warrior. heroes gauntlets last boss is prob the only fighr in all lv 80 dungeons that needs maybe a couple heals
If you mean by more healing required then that's a different topic and one I agree on. I'm all for that. But there would still be downtime and we'd still need to fill it.
Yo my gear is poop and I can drag a competent tank through current dungeons with single digit heals.

I mean, for a big chunk of the expansion that was the case, there's no way of denying or sugarcoating that, healers were in a bad state and the overhaul on both AST and SCH was not well received, anyone who says otherwise has bad memory, is lying to themselves, or is/have a WHM friend

Yeah, even my friend who mained a healer up until Shadowbringers all but abandoned AST, but he was still willing to heal if absolutely needed. And he loved AST, so it's a shame. But...he found MCH to be much more satisfying so he ended up playing that way more often before taking a break from the game. Astro is actually in the best place it's been since 3.5, it's almost in that OP category again. Savage is the barometer YoshiP sets for healer parity, not dungeon content. If anything they got the healer checks in Eden's Promise Savage better tuned this go-around. Plus they went back to the torture us at the end-cap fight, keep healing or risk losing all together.
Healer burnout has been happening for awhile, same jobs for five years with little changes. Usually you are looking for a non-WHM healer as your last raid group spot, or waiting in PF for something. In a sense this entire 5.x series has been trying not to make one healer fall behind. If anything I'll probably end up saying 5.x was probably the worst expansion in the history of XIV for healers. Nothing good in return, except trying to keep the status quo.
I am in desperate need of damage buttons. I don't care if the average DF healer can't find the time to cast a single holy. I do and I'm bored. The only reason I play AST now is that at least cards give me something to do besides spamming malefic. I feel joy on the occasion I have to asp helios. Whm feels like walking through sand until 80, and I know it's only because smashing that misery button is like putting a token in the serotonin machine.
I spam learning parties just to feel something. :/
