Probably not 10 hours, but they do usually come up a few hours early. Enough to download the new patch even on a not great Internet connection, but if you intend to download the entire game you'll probably need a pretty fast one.

Edit: This applies to the download servers only. The game servers will generally not be up early for important patches like this.

They won't be coming up early this time. New savage tier patches never finish early so that everyone going for world first has an even chance, people who don't get on early don't get penalized

:/ How do people not know it's patch day? This isn't for people who had issues before today.. I'm talking about the people with no issues but be trying to log in like it's not patch day. How?

The issue isn't that it's patch day. In previous patch updates, even major ones, people were able to log in through the launcher and even update the game. For patch 5.4, people seem to be unable to do this due to the aforementioned error.

Edit: Good news, everyone! It's been fixed.
