We don't know.... but *super spoiler warning*

In one of the Gridania company quests (Two Vans are better than one)...
You use the echo on a soldier who has overheard a conversation between Gaius van Baelsar (The Black Armor judge) and Nael van Darnus (The white one)

Gaius is asking if it is wise to go through with Meteor (Bringing down the moon, Dalamud using Allagan Technology) because it will destroy Eorzea and who wants to rule over a continent that has been destroyed when they could easily just invade it.

Then he goes on to remind him that they can't even control where it lands when they bring it down...

Gaius: "Do you not remember? that day ten years ago was an utter failure - a blemish on the legacy of Garlemald. We learned that we could not control where Dalamud would fall. that is why meteor was abandoned.
I do not wish to live to see another Bozja Citadel. If you succeed in bringing down Dalamud, all of Eorzea will cease to be"

In perfect Sephiroth Form.... Nael responds with,
"Yes, but how much brighter the light that shined from the void! Think of it, Gaius! Within that nothingness (Meaning Eorzea after it has been destroyed by Dalamud) lies the root of all creation - pure potential, limitless possibility! This is the wisdom of the Ancients

If that doesn't sound like Sephy, I don't know what does!!!!!
The story underneath is good... really good.
It has elements of FF6, FF7, FF11 and FF12

Also... being that Bozja Citadel has never been referenced, I am assuming it was in Garlean territory...
