How would you think the game would be like in that scenario? Do you think it would discourage tanks from mass pulling due to having to establish and reestablish enmity? Would the Healers have to pick and choose who lives or dies? Would the DPS have more situational awareness with dodging AoEs and targeting mobs that they tank targets? Would the average dungeon clear take longer?
If the game was as it is now then, obviously, everything would slow down to a crawl. That being said, I cannot in good faith see "no aoe moves" and assume the design of the game doesn't compensate. It'd definitely make sure you didn't face too many enemies at once, and that you chew through enemies at about the same rate you would currently using AoE attacks.

I'd say the game would definitely come across as a lot more barren because having huge mobs swarm you and slowly die out is very satisfying to see, and you just cannot get castrum-level madness in a system with no multi-targeting attacks. I think it's a bit too restrictive and the game would be more boring as a result.
