    Mexican player here. I'd recommend playing on ethernet cable, as at least my company hiccups on wi-fi every now and then, leading to some weird lag at the worst moments. Other than that the ping SHOULD be fine unless they're from, idk, Guerrero or Quintana Roo, i.e. way in the South and thus farther from the servers, but shouldn't really be notiecable.

    Note: México is weird in that we're part of NA but for legalese we're not. As in, SE promotions, contests, refunds, etc. don't apply to México. I think it's because SE would HAVE to make their contracts and contest rules in Spanish and it's not something they're interested in. Can a Canadian player confirm if Quebec has the same problems?

    It's local laws regarding promotions and contests that exclude Quebec residents from many game contests and the like, not language. It could be the language issue for Mexico, though I don't know for certain.

    Does the game license specifically exclude Mexico residents from even buying the game? Otherwise I can't think of why they would be excluded from any normal refund provisions.

    It does not, when I was reading the ToS it specifically mentioned that you could only request a refund if you live in the United States or Canada, but there was no trouble purchasing any SE product with my Mexican PSN account (which, by law, HAS to have the Store in Spanish even if the prices are still in USD, and we get an extra tax for any online transactions... jooooy /s). Steam doesn't seem to have that problem so it MAY be that SE just doesn't want to get int the whole legal trouble of figuring out the fluctuating USD/MXN equivalences. Or some other legalese I'm not aware of.

    Free Trade Agreements don't tend to cover contests and promotions, just the ability to sell products and services. Companies still have to deal with local laws and regulations on contests and promotions. If they're too restrictive in some regions, they'll exclude the residents of those regions from the contest or promotion rather than restructure their business operations to be in compliance.

    Don't worry. There are residents of a couple of US states that occasionally get excluded from promotions and contests originating in the US because of their own restrictive local regulations.

    Promotions are based on the individual country's laws in which they reside in and not continents they are on. That's how promos work unfortunately regardless if its an online promo or not. Sometimes, stipulations are written where a company do promo for a other places as well until a certain time has elapse. It sort of puts the consumer in a pickle as well as the company. Its not as easy as alot of people think it is. It sucks, because I lived in a area where the promo was open to everyone else but because where I lived at the time, I couldn't participate lol.
