First, that chart was obsolete when they published it, as the timelines had already slipped.
Second, that chart reads Ver 1.22 live at beginning of February, which we know is false. When you read a timeline you start at the beginning of the chevron, not the end...

Which is right bang on when the timeline arrow shows. The "Live*" refers to regular game updates which introduce aspects of the story that can only be experienced for the duration of the rebuilding process. Aka Dalamund stuff and imperial events.
Now why would it be the "Start" when they published this in December, with 2 patches complete?
The only patch delays were:
1.20 by like a day or 2 if i remember, but the timeline is correct even with this.
1.21 released 03-08-2012, originally Mid Feb, almost 3 weeks delay.
1.22 is completely back on time for a End of April release.

The 1.22 arrow don't end in the february field. The arrow show where it is planned to go live.
