Idk, the evidence you provide can also be rationale for not going there because we've seen so much of it already, why go? Wouldn't you want to explore some where new? Mysterious because you know nothing about it? Not sure this is a "Delayed" expansion. I'm fully confident 6.0 ends with Zodiark/Zenos/Fandaniel's defeat and we save the world--which feels the opposite of "delayed".

Except it is much more meaningful to go to a place you have heard about for years in the lore then some place new as you stated. This can be seen even back in 3.0, we always knew Ishgard would be the first expansion since it was one of the largest expansion hooks I have seen in an MMO, being seen from the world but just out of reach. similar to Islabard we saw scenes there, dealt with some storylines in Central Coerthas, and just like the capitol it suffered devastation during the events of 2.5, but all this just added toe the hype of finally getting to see the city. Islabard has been hyped up for years, it just like Ishgard has had scenes and been put into a desperate place, all the more reason to go there, remember Garlemald proper is only in the northern corner of Islabard and is supposedly very small, there are tons of more conquered lands scattered throughout the continent. What's more Finally getting to go there will make the hype, just like Islabard all the more worth it instead of some new place we have heard nothing about, i dont have hype for that. Hopefully though it is just not handled the way Ala Mhigo was, another city that was hyped up for years, but is just part of a zone and a dungeon when, statistically it should have been the endgame hub.

To be fair, this game has already had the creepy revelation of facilities cloning bodies of Solus zos Galvus back in 4.x... and then we never heard anything about it.

Especially since Emet-Selch's presence on the First proved that he had the ability and the inclination to just take over some unfortunate person and molding their body into his.

So I'm wary about assuming that just because Fandaniel is crowing about how pretending to be Asahi means he has access to the Brutus family's finances, it will lead to anywhere in particular. Maybe it's just going to be another plot point dropped entirely.

Sharlayan, Thavnairia, Dalmasca, Hingashi and Mercaydia have been hyped too. Not to mention the more increasing name drops of Landis, Werlyt, and Bojza. All of these places are seemingly suspect for expansions on the source.

This. Although if you read into to all of the things Fandaniel has been saying he uses the words "loyal" "faithful" and "in want of a new master" but he proclaims the full name to Brutus is most likely a hint about a major betrayal in the future. The foreshadowing is kinda heavy handed because Fandaniel hasn't had a lot of screen time.

What is Fandaniel thinking of then?

He sounds like he wants to die. Or maybe that's just me doing the whole "he doesn't want x, so he must want the opposite of x" thing.
