SE already made the decision to let extremely-rare alt personal houses to stay in existence, for those that had them prior to 2018. It's unlikely for them to reverse that decision.

Doing so doesn't benefit them much, since alt personals are extremely rare and taking away all grandfathered personal houses from alts would probably free up 10-50 houses per server.

So 2-50 people per server (some with multiple subscriptions) quit the game over their losses and in exchange 10-50 people and FCs get housing, possibly securing their interest in the game when it probably wasn't in very much danger in the first place. Solving a non-problem by creating a grievance for players like this doesn't make good business sense when they can just open new wards.
