It's going to be one of those things open to player interpretation. I personally don't consider holding hands to be confirmation of anything, yet that's just me.

Yes, yes, maybe not "officially" confirmed but for those of us who would love some kind of more overt representation other than the tokens served so far, that art depicts blossoming love. It's a hint and people will explain it differently, based on their own internal mental states and beliefs. So I choose to believe it's romance between those two. And loving it.

In Japan (if I recall right), close friends hold hands too. It's not strictly a lovers thing, and they're probably going for close friends.

I do ship the pairing btw, I'm just saying what is likely the intended meaning behind it.

Since this game is also published in China I can already tell that in case their romance is a thing we are not going to get any reference that can't be easily edited out.

I have no reason to believe this is a romance, holding hands to me isnt a sign of them being gay.
Unless "officially" stated by the devs themselves, I think people are looking to much into it, and just want it to be a thing
