As a catgirl I beg to differ. My glam is as close to the late Victorian Early Edwardian look I prefer in real life as I have been able to find so far in game. You cannot tell ME I am showing too much skin/fur.
I generally just wear full armor sets or outfit sets. I'm surprisingly picky about the skin/fur I show when it comes to glamours. Though I tend to prefer cute looks over sexy or risque in most situations.
I just close my eyes and say the lords prayer when some pixelated harlot tries to poison my soul with her exposed flesh.
This is basically only done to womens bodies too, while with men people basically only treat the actual genitals as sexual and even then they're often treated as comedic in nature in a lot of contexts.
Anyone who thinks that mens chests and abs aren't sexual have never seen women and gay/ bi men drool over men before.
Those completely pointless shirtless scenes in movies are not there to cater to hetero men, they're there to cater to women and gay men.
It's always funny ( and irritating ) to me too how easily people will say that women are dressing like '' strippers '' but then people have no problems with men who look like they came straight from the set of the Magic Mike movie and actually dress and look like real life male strippers do.
And things like breasts are a secondary sex characteristics, in terms of sexuality they're literally the same as mens chests or abs. But people basically treat them like genitals which they're not.
I do think that obviously people are going to look at bodies in sexual ways, my issue is moreso that people only do it from a hetero male-centric lens and nothing else.
And instead of expanding it in the West there has just been this obsession with erasing that.
Ultimately this is contextual and a matter of pov, if you're not sexually attracted to womens bodies then in your eyes it's not going to be sexual but Jason Momoa with his shirt off might be really sexy and the equivelant of a well-endowed woman with lots of cleavage.
But this always gets framed from literally ONLY one perspective.
And even so things can be more than one thing at the same time, you can find a design that is sexual even from your pov to be cool too.
I mean Bayonetta for example is a VERY sexual character her whole identity revolves around it, but she's also a really cool character.
This game is full of sexual violence and genocide.
I am playing the game through on NG+ atm and I was surprised by how much of that there is.
And that's not even getting into things like people being sold into sexual slavery too.
It's clearly described in ARR how a guys mother and sister jumped off a cliff to avoid Garlean soldiers doing bad things to them that they had done to them in captivity before that.
This is all over the story.
If you think that a womans ass is the problem in terms of rating then I have to seriously question your priorities.
Edit: Also I always hear the people complaining about this kind of content go on about how it's supposedly only '' pandering to horny teenage boys ''.
So which is it?
Is it for teenagers or is it not?
One second it's for teenagers the next second it's for adults, this seems to just arbitrarily swift to whatever suits peoples arguments.

In my experience the overwhelming majority of people complaining about this are men, it's almost always men I see complaining.

IMO all of that is OK for this game.
I'll get to my points on this T-rated game in a moment, but I want to make a point that for adults, nudity is OK. Sex is OK. There's nothing wrong with nude humans and it shouldn't bend us out of shape. At all. We all eat, we all sleep, we all void our waste, and we all have sex (or are driven to have sex)*. I regularly am amazed that we have no problem discussing the first three. Number four, though, we want to pretend doesn't exist. Well, some of us anyway.
It's nuts. Why the shame? Because of the associated pleasure? Likely. We are irrational beings when it comes to things like sex.
We are humans; we are sexual beings. Society currently proclaims that teens (13-18) can view mostly naked flesh. See: any PG-13 movie, television shows designed for teens, video games designed for teens, media designed for teens.
Look, I get your point, you personally find partial nudity unnecessary in this game, either due to personal preference, or some desire to "save the kids". That's all good. However, contrary to your personal beliefs, society deems it perfectly alright; soapboxing ain't gonna do it. You're going to need to accept that humans in underwear / bathing suits are completely acceptable to show to teens. Had this game been rated "E", then the revealing outfits would not be appropriate.
It is what it is. If this were 1821, 1521, or in the future year 2221, standards might not be the same. However, 2021 is where we are at, and those are the societal norms. You can either move your personal line a bit and relax about the issue, or you can hold steadfast and spend the rest of your life arguing against revealed flesh. Up to you, but I hope for your sake you take the easier route, because arguing with society about this is futile.
(*Yes, a small number of people do not want to eat (anorexia), some people aren't driven to sleep (insomnia), some people cannot void properly due to a physical defect, and some people are asexual. These are minor exceptions to the basic human needs that virtually all of us have.)
